It ensures that higher education institutions in the country adhere to standards of quality, and it accredits programs and institutions, monitors their performance, and advises the government on matters related to university education.
The TCU also plays a role in facilitating the admission of students into universities and other higher learning institutions.
TCU OVERVIEW
The Tanzania Commission for Universities (TCU) is a body corporate established on the 1st July 2005, under the Universities Act, Cap. 346 of the Laws of Tanzania with the mandate to recognise, approve, register and accredit Universities operating in Tanzania, and local or foreign University level programmes being offered by registered higher education institutions. It also coordinates the proper functioning of all universities in Tanzania to foster a harmonised higher education system in the country.
TCU succeeded the then Higher Education Accreditation Council (HEAC) that was established in 1995 under the Education Act, 1995 with a legal mandate to regulate the establishment and subsequent accreditation of private university institutions in the country.
Being limited only to private universities, such mandate was considered unfavourable for the promotion of a viable public-private partnership in higher education as stipulated in the National Higher Education Policy of 1999.
Therefore, such circumstances prompted the government to establish a harmonized higher education system in the country which led to the establishment of the TCU.
However, in order to ensure such a harmonious higher education system does not compromise institutional peculiarities and autonomy, each university is vested with the legal right to operate under its charter. The mandates and core functions of the Commission are provided for under section 5 (1) of the Universities Act, Cap. 346 of the Laws of Tanzania.
These functions can be clustered into three major areas:
Regulatory Function: To conduct regular and impromptu periodic evaluation of universities, their systems, and programmes so as to regulate the quality assurance systems at new and established universities and in the process, institutions are registered and accredited to operate in Tanzania. Also, TCU validates programmes to ensure their credibility and evaluates university awards attained from local and foreign institutions for use in Tanzania.
Advisory Function: To advise the government and the public on matters related to university education in Tanzania as well as international issues pertaining to higher education, including advice on programme and policy formulation and other best practices.
Supportive Function: To ensure the orderly conduct of university operations and management adherence to set standards and benchmarks by providing support to universities in terms of coordinating the admission of students, offering training and other sensitization interventions in key areas such as quality assurance, university leadership and management, entrepreneurial skills and gender mainstreaming and fundraising and resources mobilization.
TCU Admission Guidelines
Eligibility Criteria
The Tanzania Commission for Universities (TCU) has released the Undergraduate Admission Guidebooks for the 2024/2025 academic year. The guidebooks provide detailed information on the eligibility criteria for Form Six applicants and Diploma holders seeking admission to bachelor’s degree programs at Tanzanian universities.
Applicants must meet the following criteria:
i. Must have completed Form Six studies with at least two principal passes in relevant subjects.
ii. Must have obtained a minimum of four passes in relevant subjects in the Certificate of Secondary Education Examination (CSEE).
iii. Must have a minimum of a C grade in the relevant subjects in the Advanced Certificate of Secondary Education Examination (ACSEE).
iv. Must have a minimum GPA of 2.0 in relevant subjects.
Application Process
Applicants who meet the eligibility criteria can apply for admission through the Online Application System (OAS) available on the TCU website. The application process involves the following steps:
i. Create an account on the OAS system.
ii. Fill in personal and academic details.
iii. Upload scanned copies of relevant academic certificates and transcripts.
iv. Pay the application fee through the available payment methods.
v. Submit the application.
Required Documents During Application
Applicants are required to submit the following documents during the application process:
i. A certified copy of their Form Six Examination Certificate or equivalent
ii. A certified copy of their Ordinary Diploma or equivalent (for Diploma/Equivalent applicants)
iii. A certified copy of their Birth Certificate or National ID
iv. A recent passport-size photograph
v. Application fee receipt
vi. All documents must be certified by the relevant authorities and submitted in PDF format through the TCU Online Admission System.
Applicants are advised to ensure that all documents are legible and of good quality to avoid any delays in the processing of their application.
TCU Application Fees
Applicants are required to pay a non-refundable application fee of TSH 10,000 for Tanzanian applicants and USD 50 for non-Tanzanian applicants. The application fee can be paid through the TCU Online Admission System using mobile money or bank transfer. Applicants are advised to keep a copy of their application fee receipt as proof of payment.
