The Higher Education Students’ Loans Board (HESLB) would like to inform the public that the allocation of loans for the for the academic year 2024/2025 has been completed and list of admitted students sent to colleges and Universities to complete payment procedures.
The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education.
The main mandates of HESLB include:
- To assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education
- To collect due loans from loan beneficiaries and use it as revolving fund to sustain operations of the Board
To create synergies through establishing strategic partnerships in student financing ecosystem
What is HESLB?
HESLB stands for the Higher Education Students’ Loans Board. It is an organization that provides loans and scholarships to Tanzanian students who are pursuing their higher education.
The purpose is to help students who otherwise would not be able to pay for their tuition and other related costs.

How to Check HESLB Names for Loan Allocation 2024/2025?
The HESLB releases a list of successful loan applicants with their corresponding allocations through the Student’s Individual Permanent Account (SIPA).
If you applied for a loan through OLAMS for the academic year 2024/2025 and are unsuccessful, you will find your name to this list.
HESLB releases the allocations in batches, Includes HESLB First, HESLB Second, HESLB Third, and HESLB Fourth batch and the first batch usually comes around September or October every year.
Here is how you can check your HESLB Loan Allocation 2024/2025:
A list of successful loan applicants with their corresponding allocations shall be published through the Student’s Individual Permanent Account (SIPA) used during application or on HESLB website: www.heslb.go.tz after Batch Approval.
Step 1: Log in to your SIPA account via HESLB olas Online Loan Application and Management System via https://olas.heslb.go.tz/ . If you forgot your password, you can reset it by clicking on ‘Forgot Password?’ and following the prompts. You need access to the email that you used to register with OLAMS to reset your password.
Step 2: After you login, click on ‘Loan Status’. Here, you’ll see the status of your loan application for the academic year 2024/2025.
Step 3: If you are successful, you will see the amount of money that you have been allocated. Under this information, you will find a breakdown of your disbursement schedule for each semester, with the exact disbursement dates and amounts.
Step 4: If you are not successful, you will see a message indicating that your application was not successful.
However, you can still appeal HESLB’s decision if you have reasons to do so.
It is important to note that receiving HESLB financial aid is not a guarantee. Your application is subject to review, and you need to meet the minimum qualifications to be eligible for a loan.
To receive a HESLB loan, you must be a Tanzanian citizen, have a valid admission letter from a recognized institution, and demonstrate a genuine financial need.
You must also not have an outstanding loan from HESLB or exceed the maximum study period for your program.
HESLB PAYMENT PROCEDURES
HESLB will start sending money to students allocated loans to respective colleges in the next few days; and qualified students who applied for loans at the diploma level are advised to get detailed information through the accounts they used to apply for loans known as SIPA (Student’s Individual Permanent Account).
The payment process for students allocated loans is on progress and HESLB Officers have started visiting respective colleges to collaborate with college managements to receive students’ important information including bank details and college registration numbers.
