The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education.
The main mandates of HESLB include:
- To assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education
- To collect due loans from loan beneficiaries and use it as revolving fund to sustain operations of the Board
To create synergies through establishing strategic partnerships in student financing ecosystem

Diploma Waliopata Mkopo HESLB Diploma Loans Allocations 2024/2025
The Higher Education Students’ Loans Board (HESLB) would like to inform the public that the allocation of Diploma loans for the for the academic year 2024/2025 has been completed and list of admitted students sent to colleges to complete payment procedures.
HESLB will start sending money to students allocated loans to respective colleges in the next few days; and qualified students who applied for loans at the diploma level are advised to get detailed information through the accounts they used to apply for loans known as SIPA (Student’s Individual Permanent Account).
PAYMENT PROCEDURES
The payment process for Diploma students allocated loans is on progress and HESLB Officers have started visiting respective colleges to collaborate with college managements to receive students’ important information including bank details and college registration numbers.
DIPLOMA LOANS
Diploma loans have been granted for this academic year 2024/2025 to students admitted in the following six priority programmes:
i. ‘Health & Allied Sciences’;
ii. ‘Education and Teaching’;
iii. ‘Transport & Logistics’;
iv. ‘Energy Engineering’;
v. ‘Mining & Earth Science’ &
vi. ‘Agriculture & livestock
HOW TO CHECK LOANS ALLOCATION DIPLOMA
Diploma Loans Beneficiary you can check loans allocation easily by following few Steps :-
- Visit HESLB OLAMS
- Fill Username and Password.
- Then Click on Allocation Options
- Select year of allocation
- Then Search.
After search Heslb will open to you all items allocated for you including Booking and Stationary.
