In 1991, the former President of the United Republic of Tanzania, the late Ali Hassan Mwinyi, appointed the Commission under the Chairmanship of the late retired Chief Justice Francis Nyalali.

Also, the National Election Law, (No. 1 of 1985) and the Local Government Election Law, (No. 4 of 1979) were amended to get rid of the one-party system and allow elections to be held under a multi-party system. of politics.
After the amendment, the National Election Commission was established on January 13, 1993.

Organization Structure of the Independent National Electoral Commission
The Commission consists of seven (7) Members, including the Chairperson and Vice-Chairperson who should be qualified as a High Court Judge or Court of Appeal.
The President shall appoint the Vice- Chairperson of the Electoral Commission on the basis of the principle that where the Chairperson hails from one part of the Union, the Vice- Chairperson shall be a person who hails from the other part of the Union.
This, in accordance with Article 74 (1) and (2) of the Constitution of the United Republic of Tanzania of 1977 and Article 5 of The Independent National Electoral Commission Number 2 of 2024.
